Commercial roof refurbishment is not one standard job. An ageing or leaking roof may be suitable for an overlay, a more extensive strip-and-rebuild, or a liquid-applied coating system. The correct route depends on the condition of the roof that already exists, the amount and location of any trapped moisture, the integrity of the substrate, the proposed new build-up, the building’s operational constraints and the compliance implications of the work.
This guide is for commercial building owners, facilities managers, asset managers and project teams who need to compare refurbishment routes before committing budget. It does not provide installation instructions. The purpose is to help the reader identify what evidence should be gathered, what conditions favour each option, what should stop a premature specification and what a sound professional recommendation should contain.
This guide cannot determine whether a particular roof is structurally safe, dry enough to retain, compatible with a specific refurbishment system or compliant with Building Regulations. It does not replace a roof survey, safe-access assessment, intrusive investigation, structural assessment, fire-performance review, thermal calculation, manufacturer specification or building-control decision where those are required.
Visible defects are only part of the decision. A roof can contain several generations of repairs or previous overlays, and moisture may be trapped below a surface that looks relatively intact. Water can also travel through a roof build-up before appearing internally. That means a visual inspection may not provide enough evidence for a high-value refurbishment decision.
Pause the project if nobody can describe the existing roof build-up with reasonable confidence, if there is evidence of widespread water ingress, if the deck or supporting structure may be deteriorated, or if the specification depends on assumptions about hidden layers. An overlay retains most or all of the existing roof covering or roof build-up and installs a new refurbishment system over it. Depending on the roof construction and specification, an overlay may involve a new membrane, insulation, infill, reinforcement or other components. It is not simply a cosmetic treatment.
The commercial attraction is obvious: where serviceable material can remain in place, an overlay may reduce strip-out, waste, internal exposure and disruption. Those benefits only matter if the retained roof is technically suitable to become part of the refurbished system. The starting question is therefore not whether overlay is cheaper or quicker. It is whether the existing roof can reasonably be retained.
A strip-and-rebuild removes the existing roof layers to the extent required by the condition and proposed design, then constructs the replacement build-up from a suitable base. A liquid-applied system is installed over a prepared substrate and cures to create a continuous waterproofing layer. Technically, many liquid systems used in refurbishment are a type of overlay. They are still worth discussing separately because building owners commonly compare “coating” against other overlay systems and full strip-and-rebuild scopes.
The Liquid Roofing and Waterproofing Association states that many liquid-applied membranes can be used as overlays to existing waterproofing and highlights their seamless, fully bonded nature. Its roofing overlay guidance provides the technical context. That does not mean every ageing roof is suitable for coating. Substrate preparation, moisture, compatibility, detailing and the certified scope of the selected system remain critical.
A weak procurement process starts with a preferred material and tries to make the existing roof fit it. A stronger process starts by establishing what the roof is, what has failed, what remains serviceable and what the building owner needs the refurbishment to achieve.
Record the visible covering, approximate age where known, insulation arrangement, deck type, previous overlays, repair history, rooflights, penetrations, drainage, access arrangements and any significant rooftop plant. Existing drawings, maintenance records, warranties and previous survey reports can help, but they should not automatically be assumed to match the current roof where later alterations have taken place.
If the roof has already been overlaid, the visible surface may reveal little about what lies underneath. A site-specific commercial roof condition survey can therefore be more useful than obtaining several prices based only on photographs or a brief visual inspection.
Moisture is one of the most important factors in a refurbishment decision because it affects what can reasonably be retained. The useful principle is not that one diagnostic method must always be used. It is that the specification should be capable of changing when better evidence shows that the assumed roof condition was wrong. A proposal that depends on dry retained insulation should not proceed as though that condition has been proven if the moisture status remains uncertain.
A short-term weatherproofing objective is not the same as a long-term capital refurbishment. The project team should define the expected service period, maintenance tolerance, thermal objectives, likely future rooftop equipment, solar PV plans, access requirements, operational restrictions and budget horizon before comparing systems.

Overlay is strongest where investigation supports keeping the existing roof as part of the new specification. The retained surface or build-up must have sufficient integrity for the selected system, moisture conditions need to be understood, and the new build-up must be compatible with the existing construction.
Overlay may be suitable when deterioration is mainly within the existing waterproofing, the substrate can be prepared to the required standard, retained materials are adequately dry and serviceable, and the additional build-up does not create unacceptable structural, drainage or detailing problems. On some commercial buildings, the appropriate route may be a more substantial built-up roof refurbishment solution rather than a thin surface treatment.
Do not choose overlay simply because removal would be inconvenient. Pause if moisture distribution is unknown, if previous layers make compatibility uncertain, if deterioration is widespread, or if extra build-up would compromise outlets, kerbs, thresholds, rooflights, perimeter details or structural loading.
Strip-and-rebuild becomes more compelling when the existing roof cannot be relied upon as a sound part of the new system. Significant trapped moisture, defective insulation, deteriorated substrate, multiple unsuitable layers or a major change in construction can all justify moving away from retention.
Bauder’s refurbishment guidance states that where there is significant moisture or doubt about long-term roof integrity, removal may be appropriate. The key value of strip-out is that it reduces dependence on ageing layers that would otherwise remain concealed beneath the new system. It can also create the opportunity to correct issues that are difficult to address within an overlay, although the exact scope still depends on what is found during the work.
The trade-off is disruption. Removal must be planned around weather exposure, waste, safe access, internal operations, temporary protection, deliveries and programme. On an occupied warehouse, factory, school or retail building, this operational planning may materially affect the sequencing and cost of the project.
A liquid-applied coating can be an effective route where the substrate is suitable, preparation can be completed correctly, and the project requires a continuous waterproofing layer rather than a fundamental reconstruction of the roof. It can be particularly useful around laps, seams, upstands and complex details where a seamless system is advantageous.
A credible coating proposal should explain the preparation method, treatment of defective areas, reinforcement where required, compatibility, detailing, moisture findings and how the finished system interfaces with gutters, outlets, rooflights, penetrations and perimeter details. A quotation that says only “clean and coat roof” does not give a client enough information to judge whether the proposal is a designed refurbishment system or a short-term treatment.

Commercial roof refurbishment is not only a waterproofing decision. The extent and nature of the work can bring Building Regulations considerations into the project. Planning Portal guidance for work to an existing roof states that approval may be required when stated area limits are exceeded, where structural alterations are made, where the fire performance of the new covering is significantly different, or where the new covering increases the roof-covering weight by 15 per cent or more.
The same guidance explains that repairs or re-covering will not normally need a building-control application where less than 25 per cent of the building envelope and less than 50 per cent of the roof are affected, provided the other listed conditions are also met. Compliance can alter the value of each refurbishment option. A thermal upgrade may change roof levels and detailing. A heavier covering may require structural consideration. A different roof covering may affect fire-performance questions. These issues do not automatically rule out overlay or coating, but they should be considered before the client compares prices.
State whether the priority is to stop repeated leaks, extend service life, improve thermal performance, prepare for rooftop plant or solar PV, reduce maintenance exposure, improve appearance or complete a long-term capital renewal. If several objectives apply, rank them so that the final recommendation can be tested against the same priorities.
Gather roof plans, previous specifications, repair records, leak history, photographs, warranty information, maintenance records and details of later penetrations or plant installations. Mark known problem areas rather than treating the whole roof as one uniform condition.
The survey method should match the decision being made. Depending on roof construction and risk, the assessment may include visual inspection, opening-up, core sampling, moisture investigation, drainage review, adhesion or pull-out testing, or structural input. Classify roof areas or components as suitable to retain, requiring local repair, requiring removal or requiring further investigation. This is more useful than labelling the whole roof simply “good” or “bad”. A mixed-condition roof may justify a hybrid scope, with some areas retained and others removed.
Pause the procurement process if one bidder is pricing an overlay, another a full strip and another a coating without a common condition baseline. Those quotations are not solving the same defined problem. The client should first establish why each route is being proposed and which assumptions have been made about hidden condition.
A useful refurbishment proposal should state the assumed existing build-up, investigation undertaken, areas to retain or remove, preparation requirements, proposed new build-up, key details, compliance considerations, access arrangements, exclusions, programme constraints, maintenance requirements and the evidence supporting the selected route.
The client should be able to understand not only what is being proposed, but why. The proposal should also identify what new finding would cause the scope to change. This is especially important where an overlay depends on the existing roof remaining dry and serviceable, or where a strip-and-rebuild price contains provisional allowances for concealed defects.
Choosing the least disruptive option before checking moisture. Avoiding strip-out can be attractive, but operational convenience is not a sound reason to retain a build-up that investigation shows is unsuitable.
Treating coating as cosmetic paint. A liquid-applied waterproofing system depends on preparation, compatibility, detailing and specification. “Clean and coat” is not enough information for a capital refurbishment decision.
Comparing quotations built on different assumptions. An overlay price and a strip-and-rebuild price may include completely different assumptions about insulation, deck condition, detailing, removal and compliance.
Ignoring interfaces. Additional build-up can affect outlets, upstands, rooflights, thresholds, perimeter details and rooftop equipment. These areas should be checked before work begins.
Assuming every leak requires full replacement. Some roofs can be refurbished successfully without complete removal, but only where the retained construction is suitable. The opposite mistake is repeatedly patching a roof when wider intervention is already justified.
Leaving compliance checks until after system selection. Building Regulations considerations can influence insulation, build-up, fire performance and structural questions. They should be considered early enough to affect the option appraisal.
The selected route should support future inspection and maintenance rather than only deliver a watertight surface on completion. Handover information should record what was retained, what was removed, the new build-up, any localised repairs, access controls, fragile areas, warranty conditions and future inspection requirements.
Where a roof has been overlaid, future facilities teams should be able to identify the underlying construction rather than treating the visible membrane as the entire roof. Where local strip-out was required because of moisture, those areas and the replacement build-up should be documented. Where a coating system was applied, the system and preparation details should be recorded so that future repairs are not carried out with incompatible materials.

Before asking for a final refurbishment quotation, prepare a brief that gives contractors or designers the same starting information. Where those questions remain unanswered, further investigation is usually more valuable than another unqualified quotation.
